John Allison Anderton
The founder and Commissioner of Precrime, Anderton has been running the organisation for thirty years. He has never killed anyone or witnessed a murder. Anderton is in denial that he is reaching the end of his time as Commissioner, and as we begin the story he is meeting the man who will eventually take over his role. He is, as he describes himself, “bald and fat and old” (pp. 1).
Lisa Anderton
Lisa is John's wife, and has been his spouse for an unspecified amount of time. Formerly John's secretary, she is now an executive official of Precrime, with close connections to the organisation. She is slim, with brown hair.
Ed Witwer
The man who will eventually supersede Anderton as Commissioner, Witwer is a young man with blond hair and blue eyes. He is ambitious, and eager to make a good impression. He is, as the story begins, just taking up a position as Anderton's deputy.
Leopold Kaplan
General of the (now abolished) Army of the Defederated Westbloc Alliance, Kaplan is an elderly man of seventy or older; thin and wiry, with a small amount of brown hair. He now runs the International Veterans' League, an organisation of former Army members with no cause to uphold and no war to fight.
Fleming
Supposedly part of a 'protective society' that watches the police force to ensure even-handedness, Fleming is in reality little more than one of Kaplan's goons. He has a couple of run-ins with Anderton through the course of the story, and is partly successful in playing him as a pawn in Kaplan's plan.
Page
An employee at Precrime, it is indicated that Page is in charge of technical maintenance and repairs. He plays a minor role in the story, apprehensively assisting Anderton to gather information from Precrime in secret.
