Montenegro and Kosovo: Two New States in the Balkans?
Political, Cultural and Human Rights Aspects
With a referendum in Montenegro on independence scheduled for May and talks on the final status of Kosovo underway in Vienna, the Balkans look set once again for a period of change.
The last such upheaval, a decade ago, was accompanied by the worst violence seen in Europe since World War II. And an independent Kosovo or Montenegro raise important questions, not only about the rights of individuals, minorities and peoples, but also about the identity of those societies and the stability of the Balkans. Are the Montenegrins and Kosovans really a nation? Would Serbia tolerate an independent Kosovo? Are these countries viable? How would this affect relations with the EU?
We would like to gather people with interest in the present and or historical developments in the Balkans, and Dr. James Summers - a specialist on the right to self-determination - will be giving us a brief introduction.
