How to make carbon rationing stick

The idea of carbon rationing has recently had some surprisingly mainstream support. Even the global contraction and convergence model (arguably the most coherent but demanding version of rationing) has recruited some illustrious backers. All this is being advanced, however, exclusively within a sustainable development rationale of scientifically-informed future-oriented responsibility. I claim that, so conceived, it can never be made to stick - and seeing why not is seeing what is radically deficient in the sustainable development paradigm. By the same token, exploring how carbon rationing could be made to stick helps us towards constructing a more robust and hopeful model of ecological responsibility. It might also help us accept the inevitability of a global capitalist framework for its exercise.
