Disguising Change and Dodging Critique: New Labour's Discourses on Behaviour in Schools 1997-2006

This seminar will outline tentative findings regarding two trends in New Labour discourses on behaviour in schools over the period 1997 to 2006. The first is a significant shift in discourses of social exclusion towards vesting agency more heavily in the (relatively powerless) children and parents labelled as 'behaving badly' whilst denying or ignoring the agency of powerful social actors. The second closely related trend is an apparent avoidance of overt admission of any such policy shift combined with indications of a decrease in the dialogic engagement of the government with potentially critical discourses more broadly.
