SSM 7: The Cycle of Deprivation

New Labour initiatives on child poverty, notably Sure Start, often talk about an assumed ‘cycle of deprivation’, in which it is alleged that there are marked continuities in deprivation between successive generations. This reflects the influence that panel studies of poverty dynamics have had on the Treasury and other government departments, that together have framed these interventions. Yet the phrase ‘cycle of deprivation’ also illustrates important continuities with a SSRC-DHSS research programme into ‘transmitted deprivation’ carried out in the 1970s. In the event, Sir Keith Joseph’s original idea of a (behavioural) ‘cycle of deprivation’ was changed by social science researchers into a (structural) theory of ‘cycles of disadvantage’. The SSM will ask students to carry out a structured literature review on the theme of the ‘cycle of deprivation’. It is thus concerned with public health; social science research; contemporary history; social policy; and New Labour.
