The potential for growth in the UK EfW sector is significant. If new schemes are to be successfully developed and operated, it is essential that those involved have a broad understanding of the waste policy framework within which EfW exists, an in depth knowledge of financial incentives and disincentives, and a grasp of the planning and environmental permitting system. Such an understanding will ensure that new schemes are well conceived, benefits can be accessed and that potential obstacles to progress are identified and dealt with at an early stage.

The second of two one-day courses, this instalment addresses these issues by providing delegates with a thorough grounding in waste policy and financial considerations for EfW schemes, and will include:

• An overview of current waste management policy and practice in the UK
• An overview of key European legislation which impacts on waste management and EfW practices, including the Waste Framework Directive (WFD), Waste Incineration Directive (WID), Integrated Pollution Prevention and Control Directive (IPPC), Environmental Impact Assessment Directive (EIA) and Landfill Directive
• An overview of key UK legislation including the Waste Regulations, Permitting Regulations and Environmental Impact Assessment Regulations
• Details of linkages between conversion technologies/feedstocks and financial incentives
• An overview of the of the key financial incentives for EfW schemes including gate fees, Renewable Obligation Certificates (ROCs), Climate Change Levy Exemption Certificates (LECs), Feed in Tariffs (FiTs) and the Renewable Heat Incentive (RHI)
• Details of the mechanism behind the Renewables Obligation (RO) and 'banding' for new entrants in the period 2012 - 2017
• Essential evidential requirements for new scheme accreditation with the industry regulator, Ofgem
• A comprehensive review of planning procedures and requirements, with a focus on screening, scoping and preparation of an EIA
• A comprehensive review of environmental permitting procedures and requirements, with a focus on the implementation of WID and IPPC Directive requirements
• An overview of project management and how the various issues discussed during both courses join-up
