On the Netscape menu bar, select 'Options', then 'Network Preferences...'

Then select the 'Proxies' tab (along the top of the Preferences window). Click on the item labelled 'Automatic Proxy Configuration Location (URL):'. In the box next it, type: http://wwwcache.lancs.ac.uk/ then press the OK button.
